Better handle incorrect io ranges, it should only be fixed for PC (around 0x3f0).

Move the floppy driver to disk/floppy/pc_floppy, it will be named pc_floppy, as it handles PC-style controllers, but not only PCs have those, so it doesn't belong to arch anymore.
