[fidl] Format all the FIDL files
This CL applies fidl_format to all the FIDL files that are not used to
test the parser.

[dev][ethernet][fidl] adjust interface and import comments
Brought over the comments from device/ethernet.h and added
the FifoEntry structure and constants. Removed the unneeded
status in the response from GetInfo().
Test: boot & run

[fidl] Add ethernet interfaces
These will be used in garnet to allow FIDL-based ethernet device creation.
