[dev][platform-bus] Use metadata for serial_port_info_t
If we had metadata support earlier we would have done it this way from the beginning.
Simplifies the platform bus and platform device protocols a bit.
TEST: Manual testing on VIM2. Drivers load properly for both UARTs.
