[hikey960] Set initial USB mode to device if power button is pressed at boot
We keep USB host mode as the default, but this adds a way to conveniently
test USB device mode.

[hikey960] Move hi3660-bus driver to system/dev/board/hikey960
This driver is specific to hikey960, not general to the hi3660 SOC
hi3660 specific functionality will be moved back to system/dev/soc/hi3660
in a subsequent CL.
Step two of refactoring the hikey960 platform bus driver
