Create the altix project branch. The altix project will add support for the SGI Altix 350 to FreeBSD/ia64. The hardware used for porting is a two-module system, consisting of a base compute module and a CPU expansion module. SGI's NUMAFlex architecture can be an excellent platform to test CPU affinity and NUMA-aware features in FreeBSD.

Make parsetime.c more consistent by using the (already declared) enum type instead of int all over the place. (Cosmetic, enhances debugging.) Point out that a date specification _must_ follow the time of day spec, in the man page. This clarifies the last point PR # of bin/483: "at doesn't seem to ..." (the remainder has already been fixed with version 1.3 of parsetime.c).
