sfxge(4): remove Falcon-specific concurrency check Falcon support has been withdrawn from libefx, however, there is still an obsolete Falcon-specific assertion that efx_mac_stats_upload() and efx_port_poll() aren't concurrent. To be consistent with an overall Falcon support revocation it's desirable to remove it. Fix debug build invalid assertion failure. sys/dev: further adoption of SPDX licensing ID tags. Mainly focus on files that use BSD 2-Clause license, however the tool I was using misidentified many licenses so this was mostly a manual - error prone - task. The Software Package Data Exchange (SPDX) group provides a specification to make it easier for automated tools to detect and summarize well known opensource licenses. We are gradually adopting the specification, noting that the tags are considered only advisory and do not, in any way, superceed or replace the license texts.

Add the sfxge(4) device driver, providing support for 10Gb Ethernet adapters based on Solarflare SFC9000 family controllers. The driver supports jumbo frames, transmit/receive checksum offload, TCP Segmentation Offload (TSO), Large Receive Offload (LRO), VLAN checksum offload, VLAN TSO, and Receive Side Scaling (RSS) using MSI-X interrupts.
