Remove picobsd build scripts and the remaining tinyware

Postings were sent to -arch@ on 2019/09/13 and 2019/10/01, proposing and
confirming a removal of these scripts on 2019/10/31, due to significant work
needed to bring this into the modern world and nobody having done this work
in the past couple of years. No objections or proposed work was raised in
response to these postings. The tinyware may see a resurrection into a
separate repo for archival purposes if any users of it show interest in
doing so.

Add references to vt(4) and the configuration files in /usr7share/vt where
appropriate (i.e. where syscons was already mentioned and vt supports the
feature). Comments in defaults/rc.conf are updated to match the contents
of the modified man-page rc.conf(5).

Create the altix project branch. The altix project will add support
for the SGI Altix 350 to FreeBSD/ia64. The hardware used for porting
is a two-module system, consisting of a base compute module and a
CPU expansion module. SGI's NUMAFlex architecture can be an excellent
platform to test CPU affinity and NUMA-aware features in FreeBSD.

NanoBSD modifications:

* Break out the boot0 loader selection into a variable - NANO_BOOTLOADER -
so people like me with VGA consoles can override the default (which is
to use boot0sio)
* Put the boot0 configuration options in NANO_BOOT0CFG in case you want
to override the defaults.
* Modify nanobsd.8 to reflect the changes and hint the console default is
serial.
