Remove $FreeBSD$: one-line sh pattern

Remove /^\s*#[#!]?\s*\$FreeBSD\$.*$\n/

Rework ofed build.

Aligns the build with the FreeBSD traditional approach to not build in
contrib/, and to track inter-dependencies between libraries.
