spdx: The BSD-2-Clause-FreeBSD identifier is obsolete, drop -FreeBSD

The SPDX folks have obsoleted the BSD-2-Clause-FreeBSD identifier. Catch
up to that fact and revert to their recommended match of BSD-2-Clause.

mips: hide regnum definitions behind _KERNEL/_WANT_MIPS_REGNUM

machine/regnum.h ends up being included by sys/procfs.h and sys/ptrace.h via
machine/reg.h. Many of the regnum definitions are too short and too generic
to be exposing to any userland application including one of these two
headers. Moreover, these actively cause build failures in googletest
(template <typename T1 ...> expanding to template <typename 9 ...>).

Hide the definitions behind _KERNEL or _WANT_MIPS_REGNUM, and patch all of
the userland consumers to define as needed.

lib: further adoption of SPDX licensing ID tags.

Mainly focus on files that use BSD 2-Clause license, however the tool I
was using mis-identified many licenses so this was mostly a manual - error
prone - task.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

o Replace __riscv__ with __riscv
o Replace __riscv64 with (__riscv && __riscv_xlen == 64)

This is required to support new GCC 7.1 compiler.
This is compatible with current GCC 6.1 compiler.

RISC-V is extensible ISA and the idea here is to have built-in define
per each extension, so together with __riscv we will have some subset
of these as well (depending on -march string passed to compiler):

__riscv_compressed
__riscv_atomic
__riscv_mul
__riscv_div
__riscv_muldiv
__riscv_fdiv
__riscv_fsqrt
__riscv_float_abi_soft
__riscv_float_abi_single
__riscv_float_abi_double
__riscv_cmodel_medlow
__riscv_cmodel_medany
__riscv_cmodel_pic
__riscv_xlen

Clean up the debug printing in libproc a bit. In particular:

* Add a DPRINTFX macro for use when errno isn't set.
* Print the error string from libelf when appropriate.

# c7570492 07-Nov-2012 Justin Hibbits <jhibbits@FreeBSD.org>

Implement DTrace for PowerPC. This includes both 32-bit and 64-bit.

There is one known issue: Some probes will display an error message along the
lines of: "Invalid address (0)"

I tested this with both a simple dtrace probe and dtruss on a few different
binaries on 32-bit. I only compiled 64-bit, did not run it, but I don't expect
problems without the modules loaded. Volunteers are welcome.
