lib: Remove ancient SCCS tags.

Remove ancient SCCS tags from the tree, automated scripting, with two
minor fixup to keep things compiling. All the common forms in the tree
were removed with a perl script.

getvfsbyname: prefer sizeof to strlen even for constants

Clang is smart enough to evaluate strlen() of a constant at compile-time.
However, that won't work in the future if we compile libc with
-ffreestanding.

special-case getvfsbyname(3) for fusefs(5)

fusefs file systems may have a fsname subtype (set by mount_fusefs's "-o
subtype" option) that gets appended to the fsname as returned by statfs(2).
The subtype is set on a per-mount basis so it isn't part of the struct
vfsconf. Special-case getvfsbyname to match either the full "fusefs.foobar"
or short "fusefs" fsname.

Clean up the vcs ID strings in libc's gen/ directory.

- Move CSRG IDs into __SCCSID().
- When a file has been copied, consistently use 'From: <tag>' for strings
referencing the version of the source file copied from in the license
block comment.
- Some of the 'From:' tags were using $FreeBSD$ that was being expanded on
each checkout. Fix those to hardcode the FreeBSD tag from the file that
was copied at the time of the copy.
- When multiple strings are present list them in "chronological" order,
so CSRG (__SCCSID) before FreeBSD (__FBSDID). If a file came from
OtherBSD and contains a CSRG ID from the OtherBSD file, use the order
CSRG -> OtherBSD -> FreeBSD.

General further adoption of SPDX licensing ID tags.

Mainly focus on files that use BSD 3-Clause license.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

Special thanks to Wind River for providing access to "The Duke of
Highlander" tool: an older (2014) run over FreeBSD tree was useful as a
starting point.

Renumber cluase 4 to 3, per what everybody else did when BSD granted
them permission to remove clause 3. My insistance on keeping the same
numbering for legal reasons is too pedantic, so give up on that point.

Create the altix project branch. The altix project will add support
for the SGI Altix 350 to FreeBSD/ia64. The hardware used for porting
is a two-module system, consisting of a base compute module and a
CPU expansion module. SGI's NUMAFlex architecture can be an excellent
platform to test CPU affinity and NUMA-aware features in FreeBSD.

- Make getvfsbyname() take a struct xvfsconf *.
- Convert several consumers of getvfsbyname() to use struct xvfsconf.
- Correct the getvfsbyname.3 manpage.
- Create a new vfs.conflist sysctl to dump all the struct xvfsconf in the
kernel, and rewrite getvfsbyname() to use this instead of the weird
existing API.
- Convert some {set,get,end}vfsent() consumers to use the new vfs.conflist
sysctl.
- Convert a vfsload() call in nfsiod.c to kldload() and remove the useless
vfsisloadable() and endvfsent() calls.
- Add a warning printf() in vfs_sysctl() to tell people they are using
an old userland.

After these changes, it's possible to modify struct vfsconf without
breaking the binary compatibility. Please note that these changes don't
break this compatibility either.

When bp will have updated mount_smbfs(8) with the patch I sent him, there
will be no more consumers of the {set,get,end}vfsent(), vfsisloadable()
and vfsload() API, and I will promptly delete it.

Enabled the Lite2 getvfsbyname(). It's actually named new_getvfsbyname()
for now so that we don't lose library compatibility. Applications should
define _NEW_VFSCONF and use getvfsbyname() instead of new_getvfsbyname()
if they want the new vfsconf interface. Parts of the old interface
(enough to load vfs modules, I hope) are still available.
