Cleanup of userland __P use

Fix a BSS buffer overflow caused by makeargv() writing past the end of
margv[] when an input line contains 20 or more space-separated words.

Change incorrect strings.h to more correct string.h to pick up
declarations for strlcpy, strlen, strmp and strcpy.
