Mechanically kill hard sentence breaks.

mdoc(7) police: "The .Fa argument.".

mdoc(7) police: "The .Fn function".

Fixed bitrot in synopsis. The TI-RPC changes gave mounds of it, mainly
inconsistently weird const poisoning in the man pages relative to the
headers.

mdoc(7) police: Use the new .In macro for #include statements.

mdoc(7) police: join split punctuation to macro calls.

Finish the sweep of changes that fix doubled 'the'.

Remove duplicate words.

mdoc(7) police: added missing .Os call.

Remove single-space hard sentence breaks. These degrade the quality
of the typeset output, tend to make diffs harder to read and provide
bad examples for new-comers to mdoc.

Add $Id$, to make it simpler for members of the translation teams to
track.

The $Id$ line is normally at the bottom of the main comment block in the
man page, separated from the rest of the manpage by an empty comment,
like so;

.\" $Id$
.\"

If the immediately preceding comment is a @(#) format ID marker than the
the $Id$ will line up underneath it with no intervening blank lines.
Otherwise, an additional blank line is inserted.

Fixed wrong prototypes. Most of the prototypes had missing return types,
or missing const's or `short *' instead of `[ug]id_t *' in argument types.

Convert to mdoc format.

This commit was generated by cvs2svn to compensate for changes in r26219,
which included commits to RCS files with non-trunk default branches.

Now the biggest step: import the changes to the main RPC code.

Note: you'll need to rinstalkl all your includes before compiling libc
the next time you update your sources in order for all this to work.
