Merge binutils 2.17.50 to head. This brings a number of improvements to x86 CPU support, better support for powerpc64, some new directives, and many other things. Bump __FreeBSD_version, and add a note to UPDATING.
Thanks to the many people that have helped to test this.

Import the latest version ehopt.c from the Cygnus Sourceware anoncvs repository (dated 5-3-1999).
This fixes the endless loop the assembler gets in when it is trying to decide how big part of the exception handling table should be on the Alpha. This version of this file allows qradiobutton.cpp from qt and widget.cc from kdelibs11 to be compilable.
