Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE
cycle.

Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

The last big commit: let usr.sbin/ use WARNS=6 by default.

- Backout botched attempt to introduce MANSECT feature.
- MAN[1-9] -> MAN.

Set the default manual section for usr.sbin/ to 8.

$Id$ -> $FreeBSD$

Revert $FreeBSD$ to $Id$

Make the long-awaited change from $Id$ to $FreeBSD$

This will make a number of things easier in the future, as well as (finally!)
avoiding the Id-smashing problem which has plagued developers for so long.

Boy, I'm glad we're not using sup anymore. This update would have been
insane otherwise.

Don't attempt to install rtprio.2 from here. It has moved to lib/libc/sys.

"idle priority" support. Based on code from Henrik Vestergaard Draboel,
but substantially rewritten by me.

rtprio(1) utility to modify realtime priority of a process.
