Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE
cycle.

Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

Make the building of libsmb and mount_smbfs unconditional, now that r292552
has eliminated alignment and endian problems that were making it fail on
some platforms.

Build mount_smbfs for arm. Also sort the subdirs.

sysinstall was removed from usr.sbin/Makefile in r225937. Because per-arch
Makefiles were split out in this directory and others in userland, it makes it
quite easy to miss per-arch conditionals when changing something generally.

Merge from tbemd: use Makefile.arch to control building.
