Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE
cycle.

Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

- Unbreak dumpsys(9) on sparc64 after r276772
- While at it, arrange #ifndefs in kern_dump.c more intelligently; it's
rather confusing to have multiple competing and/or unused functions in
the kernel.

Factor out duplicated code from dumpsys() on each architecture into generic
code in sys/kern/kern_dump.c. Most dumpsys() implementations are nearly
identical and simply redefine a number of constants and helper subroutines;
a generic implementation will make it easier to implement features around
kernel core dumps. This change does not alter any minidump code and should
have no functional impact.
