Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE
cycle.

Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

The chip specific functions have been split out in their own
C files to simplify adding of new PHY chips.
Include the split out .c files in the module build too.

This is a driver for the physical layer chips used in ATM interfaces.
It currently supports the PMC Sierra Lite, Ultra and 622 chips and
the IDT 77105. The driver handles media options and state in a consistent
manner for ATM drivers. The next commit to the midway driver will make
it use utopia.
