Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE
cycle.

Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

Fix this module so it at least builds. Note that it isn't hooked up to
the build however, and ubser(4) is also not present in any kernel configs
(including NOTES).

We don't need to generate vnode_if.h anymore

Add usbdevs.h and pccarddevs.h to the build list, as appropriate. This is needed to build as part of world or in src/sys/modules.
