Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE
cycle.

Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

First part of a little cleanup in the calendar/timezone/RTC handling.

Move relevant variables to <sys/clock.h> and fix #includes as necessary.

Use libkern's much more time- & spamce-efficient BCD routines.

msdosfs_conv.c references cmos_wall_clock and adjkerntz. Since these
are 0 for arm, define them as such to make msdosfs_conv.c compile
again on arm.

Import FreeBSD/arm kernel bits.
It only supports sa1110 (on simics) right now, but xscale support should come
soon.
