Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE cycle.
Prune svn:mergeinfo from the new branch, and rename it to RC1.
Update __FreeBSD_version.
Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and the dvd1.iso packages population.

Make the HARDWARE section better suited to the upcoming auto generated Hardware Notes:
- Only include text related the device listings and hardware support in the HARDWARE section. - Make the HARDWARE section preamble text have a call to the Nm macro, so the driver name will appear in the Hardware Notes. - Add the manufacturer name to each item in the device list, where appropriate. - Clean trailing punctuation characters from the lists.
