Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE
cycle.

Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

Merge from tbemd, with a small amount of rework:
For all libthr contexts, use ${MACHINE_CPUARCH}
for all libc contexts, use ${MACHINE_ARCH} if it exists, otherwise use
${MACHINE_CPUARCH}
Move some common code up a layer (the .PATH statement was the same in
all the arch submakefiles).

# Hope she hasn't busted powerpc64 with this...

Use thr_new syscall to create a new thread, obscure context operations
is no longer needed.
