Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE cycle.
Prune svn:mergeinfo from the new branch, and rename it to RC1.
Update __FreeBSD_version.
Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and the dvd1.iso packages population.

libc: make some more use of the nitems() macro.
We have an nitems() macro in the <sys/param.h> header that is convenient to re-use as it makes things easier to read. Given that it is available already without adding additional headers and other parts of libc already use it, extend a bit more its use.

Fix some ifdef logic in the libc syncicache() bit that I somehow missed in the last commit. Now it really can use a runtime-set cacheline size.

Allow the cacheline size on PowerPC to be set at runtime. This is essential for supporting 64-bit CPUs, which often have 128-byte cache lines instead of the standard 32.
