Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE
cycle.

Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

arm64 libc: hide .cerror, .curbrk, .minbrk for WITHOUT_SYMVER

When symver is in use these are hidden because they're not listed in
the Symbol.map. Add an explicit .hidden so they are also hidden in the
WITHOUT_SYMVER case.

Add the start of libc and libstand for arm64. Not all of the machine
dependent functions have been implemented, but this is enough for world.
