Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE
cycle.

Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

Don't cross mount boundaries when cleaning tmp files.

Mounting something in /tmp such as a build jail with nullfs mounts for
some directories can result in very surprising results the next day.

When considering temporary files for deletion, don't examine the mtime
and atime only, but also the ctime. Otherwise, files extracted from
tar or zip archives will immediately be declared stale since they've
got their mtime reset to the original mtime.

Another overhaul of the periodic stuff.

All periodic sub-scripts <larf> now have their return codes interpreted
by periodic(8). Output may be masked based on variable values in
periodic.conf.

It's also now possible to email periodic output to arbitrary addresses,
or to send it to a log file, examples of which can be found in
newsyslog.conf.

The upshot of it all should be no discernable changes to the default
behaviour of periodic(8).

Introduce /etc/defaults/periodic.conf, similar in concept to rc.conf.
The only change in the default functionality should be that
the output reports are slightly more verbose WRT files deleted.
