Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

Import ncurses-5.0-release to update the 5.0-prerelease that we had.

Import unmodified (but trimmed) ncurses 5.0 prerelease 990821.
This contains the full eti (panel, form, menu) extensions.
