Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE
cycle.

Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

Update compiler-rt to trunk r224034. This brings a number of new
builtins, and also the various sanitizers. Support for these will be
added in a later commit.

Add SPARC64 version of div/mod written in assembly.

This version is similar to the code shipped with libgcc. It is based on
the code from the SPARC64 architecture manual, provided without any
restrictions.
