Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE
cycle.

Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

Upgrade our copies of clang, llvm, lldb and compiler-rt to 3.8.0
release.

Please note that from 3.5.0 onwards, clang, llvm and lldb require C++11
support to build; see UPDATING for more information.

Use __builtin_clzll to count the leading zero bits, the data is based on
long long so __builtin_clz will return an incorrect value.

compiler-rt: add floatditf and floatunditf

These are long integer (di_int/du_int) to quad precision floating point
conversions. They may be reworked based on upstream discussion. These
versions are here to support arm64 world builds.
