Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE
cycle.

Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

Merge binutils 2.17.50 to head. This brings a number of improvements to
x86 CPU support, better support for powerpc64, some new directives, and
many other things. Bump __FreeBSD_version, and add a note to UPDATING.

Thanks to the many people that have helped to test this.

Bring these back to HEAD.
(I thought ncvs@ had rm'ed these MIPS files a long time ago... SVN had
better work out - else 7 more files off the vendor branch.)
