Revert r330897:

This was intended to be a non-functional change. It wasn't. The commit
message was thus wrong. In addition it broke arm, and merged crypto
related code.

Revert with prejudice.

This revert skips files touched in r316370 since that commit was since
MFCed. This revert also skips files that require $FreeBSD$ property
changes.

Thank you to those who helped me get out of this mess including but not
limited to gonzo, kevans, rgrimes.

Partial merge of the SPDX changes

These changes are incomplete but are making it difficult
to determine what other changes can/should be merged.

Fix a bug which could make routed(8) daemon exit by sending a special RIP
query from a remote machine, and disable accepting it by default. This
requests a routed(8) daemon to dump routing information base for debugging
purpose. An -i flag to enable it has been added.

Add some consts, remove some unused stuff and other attempts to calm
FlexeLint down.

Some constifications

Modernize prototypes (ie: no extern)

Make lots of stuff static.

Convert list of remote interfaces to LIST_* macros

Use <sys/queue.h> to manage the interface list.

Update routed to use the RFC 3678 protocol-independent multicast API. Use
IP_MULTICAST_IF with struct ip_mreqn (obtained from Linux) to tell the
stack which interface index to use for sending IPv4 datagrams.

Turn on RFC 1724 compliant behaviour with regards to IP_ADD_MEMBERSHIP;
routed should be able to specify multicast memberships to be added by
interface index. This should fix the unnumbered / point-to-point case
for RIPv2.

Reflect that the update to routed-2.22 addresses a problem discussed
in PR bin/16941. The updated release also incorporates our local
buffer overflow fix (implemented differently) and puts us in a
position where we are completely synchronized with the master
distribution, apart from the stupid spammage of the #ident
definitions, which are supposed to indicate the release version,
not individual source file revisions.

This distribution was not moved into contrib because of objections
from wollman. He feels that the software is original Berkeley
code that shouldn't be imported into contrib just because it
has an external maintainer.
