Build usr.bin/ with WARNS=6 by default.

Also add some missing $FreeBSD$ to keep svn happy.

Our bsd.*.mk only supports 6 WARNS levels and we should not use higher values
until it does.

Remove unused now stuff, also set WARNS to 8

Remove leaf node WARNS?=2 (that mainly I added). This should
help the GCC3 transition and CURRENT in general.

Set WARNS=2 on programs that compile cleanly with it; add $FreeBSD$
where necessary.

Make the long-awaited change from $Id$ to $FreeBSD$

This will make a number of things easier in the future, as well as (finally!)
avoiding the Id-smashing problem which has plagued developers for so long.

Boy, I'm glad we're not using sup anymore. This update would have been
insane otherwise.

Add the gencat command for creating message catalog fodder for the new
catgets* routines.
