Added UFS library to the bsd.libnames.mk namespace.

Make tunefs use libufs, it seems to do well enough for printing / setting
things.

Default to WARNS=2.
Binary builds that cannot handle this must explicitly set WARNS=0.

- MAN[1-9] -> MAN.

Set the default manual section for sbin/ to 8.

Convert to our man installation style. Also fixed long-standing bug
in `fastboot'/`fasthalt' in which the interpreter would hang around
after `reboot' or `halt' is run, causing an irritating ``Killed'' message.

This commit was generated by cvs2svn to compensate for changes in r1558,
which included commits to RCS files with non-trunk default branches.
