Merge changes to libm from the past 9 months. This includes improvements
to the Bessel functions and adds the C99 function lgammal.

Copy head (r256279) to stable/10 as part of the 10.0-RELEASE cycle.

Fix a corner case: tan(large + Inf i) == NaN + NaN i.

Add c{cos,sin,tan}{,h}{,f} functions. This is joint work with
bde and kargl.
