Per letter dated July 22, 1999 remove 3rd clause of Berkeley derived software
(with permission of addtional copyright holders where appropriate)

Remove the BUGS section introduced in rev 1.11 now that the problem
has been addressed.

Document nologin(8) as being insecure in conjunction with a dynamic
root and suggest alternatives.
