In the forwarding case refragment the reassembled packets with the same
size as they arrived in. This allows the sender to determine the optimal
fragment size by Path MTU Discovery.

Roughly based on the OpenBSD work by Alexander Bluhm.

Bulk sync of pf changes from head, in attempt to fixup broken build I
made in r263029.

Merge r257186,257215,257349,259736,261797.

These changesets split pfvar.h into several smaller headers and make
userland utilities to include only some of them.

Move new pf includes to the pf directory. The pfvar.h remain
in net, to avoid compatibility breakage for no sake.

The future plan is to split most of non-kernel parts of
pfvar.h into pf.h, and then make pfvar.h a kernel only
include breaking compatibility.

o Create directory sys/netpfil, where all packet filters should
reside, and move there ipfw(4) and pf(4).

o Move most modified parts of pf out of contrib.

tftp-proxy, pflogd.

The ipfw(4) movement is planned to be merged to stable/9,
to make head and stable match.

Merge the projects/pf/head branch, that was worked on for last six months,
into head. The most significant achievements in the new code:

o Fine grained locking, thus much better performance.
o Fixes to many problems in pf, that were specific to FreeBSD port.

New code doesn't have that many ifdefs and much less OpenBSDisms, thus
is more attractive to our developers.

You need to update userland (world and ports) tools
to be in sync with the kernel.
