- Update __FreeBSD_version [1]
- Set branch name to -RC1

[1] 10.0-CURRENT __FreeBSD_version value ended at '55', so
start releng/10.0 at '100' so the branch is started with
a value ending in zero.

Add WITH_GCC alongside WITHOUT_GCC.
Remove the comment from WITHOUT_GCC about this not working without an
alternate toolchain, we have clang now.

Implement WITH{,OUT}_{GCC,BINUTILS} to provide finer-grained control
over building gcc and binutils. They default to true, unless
MK_TOOLCHAIN is no.
