10.0-RELEASE cycle.
- Update __FreeBSD_version [1]
- Set branch name to -RC1

[1] 10.0-CURRENT __FreeBSD_version value ended at '55', so
start releng/10.0 at '100' so the branch is started with
a value ending in zero.

mdoc: order prologue macros consistently by Dd/Dt/Os

Although groff_mdoc(7) gives another impression, this is the ordering
most widely used and also required by mdocml/mandoc.

Introduce accmode_t. This is required for NFSv4 ACLs - it will be neccessary
to add more V* constants, and the variables changed by this patch were often
being assigned to mode_t variables, which is 16 bit.

vaccess(). This man page leaves something to be desired, as it doesn't
currently document the POSIX.1e evaluation algorithm, which will in
