- Set branch name to -RC1

[1] 10.0-CURRENT __FreeBSD_version value ended at '55', so
start releng/10.0 at '100' so the branch is started with
a value ending in zero.

Provide sysarch(2) prototypes in the MD sysarch.h headers. While I'm
at it, use the ANSI C generic pointer type for the second argument,
thus matching the documentation.

Remove the now extraneous (and now conflicting) function declarations
in various libc sources. Remove now unnecessary casts.

Eliminate 61 warnings emitted at WARNS=2 (leaving 53 to go).

Fix the style of the SCM ID's.
I believe have made all of libc .c's as consistent as possible.

Removed duplicate VCS ID tags, as per style(9).

Use definitions provided in sysarch.h for args structures.
