- Copy stable/10 (r259064) to releng/10.0 as part of the 10.0-RELEASE cycle. - Update __FreeBSD_version [1] - Set branch name to -RC1
[1] 10.0-CURRENT __FreeBSD_version value ended at '55', so start releng/10.0 at '100' so the branch is started with a value ending in zero.

Back out the `hiding' of strlcpy and strlcat. Several people vocally objected to this safety belt.

`Hide' strlcpy and strlcat (using the namespace.h / __weak_reference technique) so that we don't wind up calling into an application's version if the application defines them.
Inspired by: qpopper's interfering and buggy version of strlcpy

All of the things that confstr() returns are compile-time constants. It's silly to call sysctl() to get the value of _PATH_STDPATH from <paths.h> when we can just use it directly. This greatly simplifies the implementation. (This is also part of my grand scheme to get rid of sysctl's `user' category, which should never have been created.)
Use strlcpy() instead of strncpy() as it has the exact semantics we want.

Fix the style of the SCM ID's. I believe have made all of libc .c's as consistent as possible.
