- Copy stable/10 (r259064) to releng/10.0 as part of the
10.0-RELEASE cycle.
- Update __FreeBSD_version [1]
- Set branch name to -RC1

[1] 10.0-CURRENT __FreeBSD_version value ended at '55', so
start releng/10.0 at '100' so the branch is started with
a value ending in zero.

* include/elf.h has been repo copied to include/elf-hints.h, and it no
longer includes machine/elf.h.
* consumers of elf.h now use the minimalist elf header possible.

This change is motivated by Binutils 2.11.0 and too much clashing over
our base elf headers and the Binutils elf headers.

Add hints file structures and defines.

Fill out the ELF header files to make them more or less complete.
Fix a macro name that was misspelled both in brandelf.c and
imgact_elf.h.
