Spelling fixes for tools/

Add some $FreeBSD$ tags so svn will allow the commit.

- Improve bus_autoconf tool.
- Implement simple and generic language which can
be used to describe any kind of device ID structures.
- Fix endian issues.
- Add an example format file.

- We need to sort all USB device ID's together. Else the matching order will
be wrong. This is required because devd only executes one entry.
