Start of pci driver client library.

Starting to implement the pci_driver_client lib and adopting e1000
driverdriver to use it. This is the interface
that newstyle pci drivers should use. This commit introduces a bug,
that kaluga gets a trigger twice for the same device, which confuses
kaluga.
