ALSA: ice1712: More constifications

Apply const prefix to each possible place: the EEPROM tables, the
static string arrays, the init verb tables, etc.

Just for minor optimization and no functional changes.

ALSA: pci: remove __dev* attributes

ALSA: ice17xx: Fix inclusion of linux/io.h

[ALSA] ice1712, ice1724 - Code clean up

Clean up ice1712/ice1724 codes. The board-specific data is allocated
locally in each code instead of having an ungly union in struct ice1712.
Also, fix coding issues in prodigy_hifi.c.

[ALSA] Remove sound/driver.h

This header file exists only for some hacks to adapt alsa-driver
tree. It's useless for building in the kernel. Let's move a few
lines in it to sound/core.h and remove it.
With this patch, sound/driver.h isn't removed but has just a single
compile warning to include it. This should be really killed in
future.
