Replace HTTP links with HTTPS ones: Common CLK framework

Rationale:
Reduces attack surface on kernel devs opening the links for MITM
as HTTPS traffic is much harder to manipulate.

Deterministic algorithm:
For each file:
If not .svg:
For each line:
If doesn't contain `\bxmlns\b`:
For each link, `\bhttp://[^# \t\r\n]*(?:\w|/)`:
If both the HTTP and HTTPS versions
return 200 OK and serve the same content:
Replace HTTP with HTTPS.

dt-bindings: Remove leading zeros from bindings notation

Improve the binding example by removing all the leading zeros to fix the
following dtc warnings:

Warning (unit_address_format): Node /XXX unit name should not have leading 0s

Converted using the following command:

perl -p -i -e 's/\@0+([0-9a-f])/\@$1/g' `find ./Documentation/devicetree/bindings "*.txt"`

Some unnecessary changes were manually fixed.

clk: TI CDCE706 clock synthesizer driver

The driver allows using CDCE706 in its default configuration recorded in
EEPROM and adjusting of synthesized clocks by consumers.
