refactor: Swap %Ld for %lld in all format usages
* %Ld is an undocumented alias for %lld in glibc.
* muslc doesn't implement it for this reason.
* While we will likely never drop %Ld support,
lets clean house and set a better example.

Logic error in TaskLoop::RunIfNeeded()
The ! operator would have priority over < and would transform currentTime before the
comparison. Moreso, the logic was reversed. It is supposed to return false if it's
not time yet to run the task, not the opposite.

headers/private/shared is newer, though with small interface changes.
* Removed the unnecessary Debug.h include in
headers/private/shared/ObjectList.h.
* Adjusted sources using these headers, mostly by adding missing includes.
* Lots of automatic whitespace cleanup.
