Fix LC_NUMERIC and LC_MONETARY for de_CH locale

With the de_CH (swiss german) locale, numbers should look like this:

numbers: 1'234.45
monetary values: Fr. 1'234.45

Previously, the thousands separator was missing for numbers, and
"." for monetary values, and "," was incorrectly used as decimal
point.

Add the necessary magic to make the thousands separator work for
floating-point formats in the Greek locale. This allows printing
numbers with the ' format modifier, like this:

$ env -i LC_NUMERIC=el_GR.ISO8859-7 printf "%'.3f\n" 1024000

72282 10-Feb-2001 ache

Use -1 for CHAR_MAX instead of empty string as recommended by POSIX
Still not parsed in localeconv() in anycase

72280 10-Feb-2001 ache

I change my mind a bit: assuming last \0 is contrproductive since will cause
user confusion, so specify it directly, i.e. change "3" to "3;0".
In this style "3;" must not cause repeating (converted to \3, CHAR_MAX, \0)
NOTE: still no proper conversion done in localeconv()

72277 10-Feb-2001 ache

Replace "3;3" with "3". This is cosmetique, all integer before \0 (i.e. \3)
repeated forever according to SUSv2

Remove "0;0" - \0 means not "no grouping" but repeat forever previous char,
and added automatically. Empty string could be parsed later into CHAR_MAX
(real "no grouping") by localeconv()

72259 09-Feb-2001 wollman

Add links:
en_CA, en_GB => en_US
en_AU, en_NZ => en_GB
fr_CA, fr_CH => fr_FR

There are separate links for `GB English' and `US English' because I
anticipate users of the former to potentially want a thousands_sep of
" " (to match modern British style) rather than ",".

XXX What about en_IE? ISO_8859-15?

72258 09-Feb-2001 wollman

Use make(1) for loop rather than sh(1) loop.

72232 09-Feb-2001 ache

Use " " as thousands_sep

72195 08-Feb-2001 asmodai

locales.

72192 08-Feb-2001 asmodai

Add LC_NUMERIC, LC_MONETARY, and LC_MESSAGES definitions for
nl_NL.ISO_8859-9.

72172 08-Feb-2001 phantom

Add sources for following categories: LC_NUMERIC (share/numericdef),
LC_MONETARY (share/monetdef), LC_MESSAGES (share/msgdef). Now only
en_US.ISO_8859-1 and ru_RU.KOI8-R locales ready. I will find some time
in near future and'll try to make defintions for other locales.
