Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE
cycle.

Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

Move most of the 15 variations on generating opt_inet.h and
opt_inet6.h into kmod.mk by forcing almost everybody to eat the same
dogfood. While at it, consolidate the opt_bpf.h and opt_mroute.h
targets here too.

Merge the NFSv4.1 server code in projects/nfsv4.1-server over
into head. The code is not believed to have any effect
on the semantics of non-NFSv4.1 server behaviour.
It is a rather large merge, but I am hoping that there will
not be any regressions for the NFS server.

Make the RPC specific __rpc_inet_ntop() and __rpc_inet_pton() general
in the kernel (just as inet_ntoa() and inet_aton()) are and sync their
prototype accordingly with already mentioned functions.
