Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE
cycle.

Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

Upgrade our copies of clang, llvm, lldb and compiler-rt to 3.8.0
release.

Please note that from 3.5.0 onwards, clang, llvm and lldb require C++11
support to build; see UPDATING for more information.

First part of updating llvm/clang build glue: getting llvm-tblgen,
clang-tblgen and clang itself built.

Create a branch for working on the clang/llvm/lldb 3.8.0 import.

Add META_MODE support.

Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.

Still need to add real targets under targets/ to build packages.

Add the AArch64 llvm backend to the build to allow for early testing and
to ease any rework of how clang is built to take arm64 in to account.
