The last big commit: let usr.sbin/ use WARNS=6 by default.

ANSIfy some more tools in usr.sbin/.

Most of these tools build with WARNS=6, except for their use of K&R
function declarations.

Per letter dated July 22, 1999, delete clause 3 from code directly
from Berkeley.

o split a sentence to make it more understandable
o mention that the acctfile has to exist for accton to work [1]
o add reference to acct.5

Perform a major cleanup of the usr.sbin Makefiles.
These are not perfectly in agreement with each other style-wise, but they
are orders of orders of magnitude more consistent style-wise than before.

Remove whitespace at EOL.

Set WARNS=2 on programs that compile cleanly with it; add $FreeBSD$
where necessary.
